Clearly she is a victim of the Jokers manipulation but still she has assisted him a lot in his crimes. In this particular encounter with Harley, Lobo wasn’t being particularly villainous anyway. It was simply a matter of Harley Quinn having stolen his flying motorcycle, and Lobo wanted it back. Of course he didn’t take kindly to being robbed, and dropped in looking for a fight while Harley was bonding with Green Arrow and Black Canary. The two heroes quickly did their best to debilitate Lobo, with Green Arrow blinding the bounty hunter with arrows to the eyes, and Canary deafening him In Suicide Squad, he killed a man just for looking at Harley Quinn the wrong way. In The Dark Knight, he killed anyone who crossed him, friend or foe. In the graphic novel Joker, he was even more savage.
